employer not giving pay slip

Hi,
My employer is not giving pay-slip, which i gather is an important component to transfer H1. What recourse do i have? Are there any legal binding in terms of time period by which the pay-slip needs to be given by the employer.

Employer is legally binded to provide pay slip.
If not, write letter to labour dept. with cc to employer .
( Or warning to employer will definitely work.)
Keep your bank transaction records as proof of your salary.

My co. is based out in New York and i am in California. Which labor law will hold good? New York's or California's?

I know there is Labor Code 226 in California which tell emplyer's to submit the pay-stub within 21 days. Is there a parallel in New York?
