I have joined Company A last year, they were not able to find me a job and not even give me my H1 papers. So I would like to know how should I get my papers? Company B has job for me, so what is the possibility of getting transfer with copy of 797. Can I get dependent visa with this H1 valid.

How did you join comp A without knowing that they sponserd your H1? (You are telling you did not see your H1 approval and I 94 stub at the bottom of H1 approval notice.
