Employer (colleague) reference

Hey gurus,
I have read some threads on former employer references. I need some clarification on an issue. It seems like a colleague attestation may be sufficient substitution when a supervisor refuses (grudges...). My previous employer HR is happy to write a generic attestation that I was indeed employed by that company. However, HR cannot attest (and the supervisor does not cooperate) to any projects or skills I worked with. Instead, a former colleague at that company who has since moved on to another company is more than happy to write an attestation about specific projects and skills of mine as this colleague I worked very closely (much closer than I worked with my supervisor). In addition to this attestation, my former colleague will write a cover letter outlining our professional relationships and how and why he is well familiar with my work while there. Does this sound like a reasonable way to do it and perhaps avoid an RFE on the matter?

Your generic letter from company and detailed letter from your colleague will the right back up for your reference.
