Emergency Visa Appointment question

Hi,
My H1B Visa stamp on my passport have expired and I have a trip planned to India. Can I go for Emergency appointment under returning to work category? I will have my extension papers with me while traveling.
Can I go to Delhi or Mumbai for Emergency appointment or will I have to go to the consulate where my state comes under?
Any one having any experiance with Emergency appointment please let me know.

you need to check the nonimmigrant visa info on US consulate Mumbai or Delhi site
