Yes, I have seen it happen in action based on my DMV transactions. All other mails get forwarded, but DMV finds me with the right address (not with the forward slip). Same for social security annual letters ... they always reach you presumably based on change of addresses you file with the post office.
Not sure about that, I mean do not recall what the envelope said, but the point was some mails are returned to the sender with the new address ... the post office does not even try to forward even when they have the new address on file.
