Emergency AP

I went to local USCIS office for obtaining Emergency AP. The officer at the gate refused to let me in. He said that the emergency AP can only be issued in case of medical emergencies. Secondly, if my GC is employement based then they do not issue emergency AP in local USCIS office. They only entertain family based GC related AP issues and I need to contact the Service Center (Texas) where the application is filed.

Could anyone give me some more details on how to obtain AP in case of emergency?

I know of cases where one has got Emergency AP, pending work based GC.
The only criteria is -- it should be an emergency.
You have to have all he supporting documents to prove your case.
