email alert and actual document

hello gurus
here is my story. i filed a I-140 under EB3 (TSC) category on August 2007. in late June 2008, i got an notice email that they sent an RFE. i didn't receive anything until i got another email alert saying a document was sent to me on August 12 2008. i still haven't received anything through mail.
i decided to call them and i asked them to resend it to me since i have not received anything in the mail. the phone operator said it may have been approved. i have never seen an email alert saying "a document was sent" for an approval.
have anyone ever received a "document was sent" email alert and eventually received an approval notice?:confused:
 
well i finally got a second copy of the RFE that was mailed. i have replied to it and basically they want everything all over agian and for some reason, i think they are reducing their work load by not reading the I-140 but to only read the briefs that are prepaired by attorneys so they can simply stop shoveling through papers

now we wait for their decision. god helping we get good response
