Hello Folks I know this issue is discussed here extensively, but here's my question your 5 yrs continuos residency is when CIS receives your application or your interview date.I think you can apply 90 days before your 5th anniversary of your GC, but that used to be when people used to get their interview in 90 days but now like Washington DC it's between 10-12 months. May be I sound stupid but please can somebody shed some light.

it is counted as the CIS receives your application form.
 
Don't look for a reason, usually USCIS has none. What is certain though it is if you send your application even 1 day before you are eligible you'll be denied.
