EFile 140 to TSC months ago but live in CA, now where should I sumbit 485 NSC or TSC?

Hey, I have the following questions:

1. I submitted my I140 several months ago electronically and was sent to TSC although I live in CA. Now I140 is still pending and my case is EB1 and I want to submit 485. Which center should I submit 485 to? TSC or NSC? I asked several lawyers and got different answers. I wonder if any of you have similar experience and can kindly share with me or your opinion?

2. In terms of 485 processing, is there a big difference between TSC and NSC? Is it true that TSC processes it faster and might approve both 140 and 485 at the same time?
