Effective Date of the new regulation

I have just read the proposal that has been published in the Federal
register, and it says that the comments for the regulations regarding the
period of admission for B nonimmigrant aliens must be submitted before May 13.

Does this mean that the new admission procedures will not be effective
before May 13? Do they give the standard 6-month admission for the
people who come to US before May 13th?

The publish date of the proposal is April 12. You can find it in
the Federal Register (8 CFR Parts 214, 235 and 248)

The reason I have pointed this out is because they did not wait for the comment period to be over for the other rule regarding the "change of status". If you check the federal register, you will see that that rule is already effective and the comment period will be over sometime in June. I thought, maybe they could do the same thing for the 30-day rule and not wait for the public response deadline.
I have also called INS couple of times, and they say that they don\'t have any information yet, and the information will be published very soon.
