Effective Date of Change of Status

When you aplly for a Change of Status say from L1 to B2, is the effective date of B2 retroactive from the day the L-1 Visa expires or is it the day it gets processed and issued?

Example - Say my L-1 expires Jan 31. If I apply for change of Status to B-2 on Jan 15, and the application gets processed on March 1, will the B-2 be valid from March 1 onwards for 6 months or is it back-dated to be effective from January 31 + 6 months ?
 
Why are you converting from L-1 to B-2. Are you out-of-status in L-1? A B-1/B-2 is only given 6 months of stay. I am not sure what exactly you want to do here in B-2?
