Education requirements for TN visa - Program vs Specialization

Hi,

I have a Master's Degree in Economic Policy and Administration with a specialization in Public Administration. I would like to apply for TN visa under Economist. Will the border officer be looking at the Program level or at the specialization level of my education?
I can provide the transcript records showing that I took Microeconomics and Macroeconomics courses as well. Would that be sufficient if they are looking at the specialization?

My bachelor's program is in International Territorial Studies with a specialization in Regional Studies
