Education Evaluation !!! Please Help

HI,
Friend of mine having
3 yrs Diplamo in Computer Engineering from State Government in India, after that he joined 2nd year of engineering and completed
3 yrs Engineering Degree in Computer Technology from University

Over all he completed
10+3(Diplamo)+3(Engg Degree) = 16 yrs of education

He is going for a Labor Substitution which requires 4 yrs Degree

Is there any way to prove this is equivalent to 4 yrs degree in India/US.

do you have a same situation like me. do you know anybody with my status

and 3 year Bachelors of Engineering Degree from Nagpur University, INDIA .
Can somebody evaluate this to a 4 year equivalent degree ? it will be great.

No, I have a masters degree with 10 years exp.
Talk to the education evaluation service and they will know how to convert your degree and experience in to a US bachelor degree.

I got response from 2 Evaluators saying that they will give it as
4 Yrs U.S. Degree Equivalence.
