Edit ds-156

I confirmed my parents appointment and would like to edit the DS-156 again to make changes in column 19. when I retreive the form to make changes, system is not filling the state/province in column 2 automatically and hence am not able to save after I make my changes.Also this column 2 is in non-editable mode.

Please help me get a solution for this.
