PD stands for priority date. It is the first correspondence date
registered with INS in regards to GC saga. Generally speaking
INS accepts adjustment of status I-485 application only from
the applicants whose PD is current. Earlier the situation was so,
that there was a wide gap between the priority dates for EB2
and EB3 category.
There were applicants who had their labor and I-140 cleared and
were waiting to apply for I-485 because their EB3 category PD
was not current yet. FYI right now all this does not matter
because all the categories have become current.
But technically speaking, Once you have applied for your adjustment
of status (I-485), It does not matter if it is EB2 or EB3, as both
will be treated based on the Receipt Date/Notice Date.
