EB3 to EB2 Porting

One of my friend got his I-140 approved through PERM EB3 labor certification and due the non-availability of visa numbers, he is waiting to file I-485. He is working for the same employer. He wants to file EB2 PERM labor and plans to port the Priority date from the previous filing.

1. Can he use the experience he got from the current employer when he files for his EB2 labor certification now? (The EB2 job responsibility will be more than 50% different than his EB3 job responsibility)

2. His employer is planning to promote him as a Project Manager and to increase the salary. Do the employer have to file new LCA/H1B for that?

Even I have a similar question, but regarding danger to priority date:

Suppose I have an approved I-140 in EB3, and I ask my employer to port to EB2, and the EB2 i-140 gets denied. Does it result in losing my PD?
 
I have also similar question.
I joined 08 years back in middle management and now the same company where I am working since 08 years would like to promote me as Vice President. I have I-140 aproval in EB-3 and waiting for visa date to file I-485.

Can I file in EB-2 and take the advantage of first priority date ?
