EB3 priority date?

Can someone tell me what does it mean that priority date for EB3 category for country other than Philippines, India, Mexico is 22 APR 01. So they are looking at applications with labour cert submitted on 22 APR 01? So people have to wait for 5 years?? Is it true for European countries?

So people have to wait for 5 years??
--> No one can predict.
