EB3/Interview Scheduling

Ok, so we all know that EB3 will become at least partially available on October 1. Therefore, if a case is completed by the NVC prior to the August 20th cutoff (the cutoff date for October interviews), is there a possibility of an EB3 interview in October, or will all EB3's have to wait until November based on the September 20th cutoff for November interviews (since by that time the October visa bulletin will be out).
 
here is my GUESS

Before they request the visa number for particular case (Aug 20) they should know the Visa number for that category available. I think they have to wait until the visa bulletin is out. Visa bulletin may be available first week for them and then second week for us(public). This is my guess.

I am also waiting like you.

Perhaps these are EB3 nurses who are still current in the September bulletin. It would have to be that, or else they were assigned visa numbers prior to July 1.

Search on the document as CTRL-F and put E3
