EB3 -> I-485 Application

I just got PERM on EB3 and applying for I-140, when can I apply for I-485? (PD is 03/2006)

a. When visa numbers are available ie October 2006 regardless of PD?
b. When PD is current ie in 5+ years?
c. Other?!

With the PD 03/2006, in EB3, I think you can apply for I-485 in 2010, or earlier if you are very lucky.

India, China, Mexico, Phillipines or another country?

Either way you are screwed. You may be better off trying for EB2 after you get BS+5, and changing jobs.

Where can we find the CURRENT Priority Dates for other countries, not India/China? Is there a list somewhere? On the Visa Bulletin, it only says ALL OTHERS but it seems based on the country, it's different?!

That's exactly what ALL OTHERS means.

So all other countries are the same? it doesn't seem to be the case since there are cases where you can apply using your spouse's birth country instead of yours (cross-chargeability i think)

Anyone knows more about this and where we can find this info?

All other countries are the same. Cross-chargeability merely controls which coutnry you are charged to; if it's not India/China/Mexico, it falls under ALL OTHERS.
