Both are same as far as Labor Certification is concerned as there are no category (EB2/3) for LC. EB2/3 comes to picture when you file for I-140.
Currently I-140/485 process time is also same for EB2 & 3 but it is expected that next year Eb3 will slow down.

I am trying to figure out if job min. requirement is BS but I have an MS. Will it be good/ faster to file EB3 RIR. Or go for EB2.
Also,
EB2= MS or BS + 5 yrs
do they count Univ. RA. experience while you are studying or not.
EB3= BS + 2 yrs exp

If your Job requires to have MS or BS+ 5 Progressive Exp Then you should file accordingly. Cause in that case you will be able to file I-140 in EB2 & will not get affected by the Expected Retrogression next year. check the attached doc for some more info on EB2
