is there any scope of forward movement for india eb-2 category?is there any chance of further retrogression?are there so many backlog cases that have been approved that is the cause for current retrogression?
how long will it take to get back to the previous date of jan 2003?
what is happening to the unsed visa of eb-1 category?

I guess, eb2 movement could be a bit quicker than eb3. But as there is hard country limit and if limit reaches in next month itself, then there won't be any forward movement at all. I am not sure when spillover takes place. There are still eb2 cases that are being labor substituted and now lot of people have converted eb2 from eb3 under perm and are taking advantage of the eb3 PD and apply under eb2 category. As long as this continues, those who have this advantage, will continue filing whereas others wait unless there is some resolution.
 
It is quite understandable if some one uses old PD from their own labor certification to take advantage of Perm to convert to EB2, but it doesn't feel right to use PD from pre-approved labor (most likely 'bought' for a very good price from some company who keeps pre-approved labors for the same purpose). That is most likely the reason why EB2 numbers became unavailable last fiscal year - not sure what happens this time. I wish there is something we can do about it.

Does any one know what is the per-country limit for EB2 visa numbers?
