Hi,

I had filled by EAD on November 2002, but I did not heard anything back from INS and my Lawyer. Today I went to local INS and they told me that I should have followed up long back on this, and if my visa gets expire I will have to leave this country as soon as possible. She also suggested that I shoudl re-file my EAD again soon.

Please suggest if this is true, do I have to refile my EAD.

That is the only way I guess. Because waiting for approval on EAD for 16 months shows they might missed your case. File for EAD again before your Visa expires.
 
If you have receipt of old filing you can get interim EAD over the counter at INS.
