1. Is it possible to convert back from EAD to H4?
2. Whether we need to do stamping again for that by going outside? or stay here with H4 notice?

If your spouse is on H1 status then:
you can go out and enter US with H4 stamp and will get I-94 with H4 status. if your stamp is expired you need H4 visa stamp if not expired use the the Visa stamp in passport and enter US.

if you enter with valid visa stamp then you will get I-94 till H4 visa stamp but if your spouse who is on H1 has H1 approval notice of more validity than your H4 visa stamp you show the H4 visa stamp and H1 approval notice of your spouse and you will get I-94 till H1 approval notice validity. if future you need to file H4 extension with USCIS BEFORE your I-94 gets expired
