EAD to H1B Conversion

Hi All:

I need ur thoughts.
Right now my wife is working on EAD which came from my pending 485 and 140(still pending).

I want to apply a fresh H1b this year for her.Is there any way to do that.Can she apply for fresh H1 if she is on EAD.what is the procedure
