EAD Renewal Question

This is my EAD Renewal. I am filing for renewal myself. I am not sure whether to efile or manual process? As some one told me that, I do not need to FP if i do the manual process because this is my first renewal. is it true??

In general, no FP needed for paper based renewal.

I have had two EADs and have recently applied for my third. Paper filed last year and went for biometrics, efiled this year and went for biometrics. Why would they not do biometrics for a paper filed application?
