EAD: My brother submitted a petition in 2001...

Hi,
This is my situation:
1) I'm currently under an F2 visa, and living in the USA.
2) One of my brothers submitted a petition for a residency status in 2001.
3) I have been offered a job, but I don't have a work permit.
My question is: Can I apply for an EAD? Is there a way other than applying for a H1 visa (already capped) to get an employment authorization?

Let's get this straight: Your brother filed I-130 for you in 2001. If yes, you will be able to get a work permit based on this application and AOS in about 8 years. Go ahead and get H1B or J-1 status.
