EAD for spouse

I am here on L1B visa. I recently got married and my wife visa(L2 dependant) got approved. She is planning to be here permanently from December 2019. However she is planning to come here for 2 weeks in the month of September.

Question : Can I get her EAD process started when she comes here in September? Will it have any effect on the approval process if she is returning back to India and coming back in December?

There is no such thing as permanent on non-immigrant visas such as Ls.

She will be coming here in September on L2B Visa.

I think if the application is received by USCIS while she is still in the US, it will be okay.

If I were her, I'd wait to apply once she enters in December as that's the admission that she intends to use the EAD during.
