EAD effective date

When you apply for EAD and request an effective date, say, March 1st, 2005. Will the BCIS issue your EAD to be effective on that date or the date of their processing (e.g. November 2004)?

Also, what is the processing time right now for EAD? I saw the backlog is about 3 months for employment based EAD. Is this indeed the case?
