EAD delay "extended review" - what does it mean?

hi everyone,
I am a research scientist and applied for an EB1/EB2 category self petition March 2008 to the TSC. receipt notices for my and my husband's AP/EAD/AOS application were dated march 21 2008. I received my EAD on June 27 but my husband still hasnt (our 90-day processing time ended June 21). He has been to two Infopass appointments (in NYC, 26 federal plaza) since, and they told him it is under "extended review". What does this mean???
He had to start his residency training in CT on July 1,, and although his program is nice enough to wait a few weeks, this is getting increasingly frustrating and urgent or he will lose his spot for the entire year. We are working with a reputed manhattan law firm - they havent been able to find out anything more than that either. What should be the way to go now? Just wait it out? Another infopass? Is there anything we can do? I know interim EADs are no longer given, but is it a possibility if he is in danger of losing his job? Iv heard about congressional inquiry, or you can ask your state senator to do an inquiry - how does one go about doing that!??!
We are getting very worried - any advice will be appreciated. Thanks!!

Did you get an RFE for EAD and responded to it. "Extended Review" is not precisely defined and could be one of many things but it's not very common for EADs to be in extended review. I have heard of this term for I-485s and even in that context, you will get a different answer from anyone you speak to.
You can go to InfoPass and take with you letter to join residency and demand Interim EAD. See here. Ask to speak to the supervisor of the Immigration Information Officer if he/she declines your request. You can contact your local congressman's office as well as Senator to contact USCIS and intervene. Your state senator and local congressman have a privacy release form on their web sites that you can fill and fax it to them. You can also contact by phone and explain but they may need the privacy release form before actually proceeding on your issue. It essentially authorizes them to access your information and follow up with USCIS on your behalf. They have a case worker specifically dealing with Immigration related issues for their constituents.
Explain your emergency and possible loss of residency if EAD is not issued as soon as possible. Hope it helps.

Few cases will be delayed more than 90 days and actually the Infopass will not help that much or may not help at all, it is just waste of time, money and effort. Almost nothing can be done but waiting till a decision to be taken.
 
You should fax an expedite request to TSC. Sorry that I don't know about the fax number in TSC, seach on this website or go to INS website to find out. I only have NSC fax number. Here is sample letter for you to fax an expedite request. Hopefully this will help, good luck!

- Receipt # LIN-XX-XXX-XXXXX(enclosed a copy of the I-765 (receipt notice) EAD application, class C09 (based on pending I-485 Receipt # LIN-XX-XXX-XXXXX (enclosed a copy of the I-485 receipt notice)
- I called customer service center to request a case status update on 12/28/06 and 1/16/07.
- I went to the local office using INFOPASS appointment on 1/3/07 and 1/17/07 to discuss the same.
- Last update on my case is on 11/11/06 that is more than 60 days old.

As per USCIS memo to local office, I-765 application must be under adjudication before 70 days to receive EAD card in 90 days. For my case 70 days completed on 1/17/07 but there is no update as of 1/22/07, this means I may not get EAD in 90 days.

My Old EAD expired on 1/5/07. Financially it is coming very hard on me, I have to take care of my family (me, my wife and my daughter) and also have to pay mortgage ($XXXX.XX per month).

Please expedite the process of my work authorization card (EAD). It is already 75 days since receipt notice date and 17 days since my EAD expiration.
