EAD Card & Social Security Number

My wife who was previously holding H4 visa now has the EAD card.
I wonder whether she can apply for Social Security number despite she doesn't has a job offer yet?

You don't need a job offer to get an SSN. All of my daughters got theirs at six weeks of age, and I haven't sent them off to work yet.
