EAD before I140 approval in concurrent filings?

Hello.
I saw a posting on this forum saying that EADs will not be issued before I140 is approved for concurrent filers.
I called up the IIO today and asked him about this. He confirmed that I will NOT be eligible for EAD before I140 is approved.

I was under the impression that an EAD would be issued after some preliminary checks on the I140. I stand contradicted.

I asked the IIO as to how much time it takes to process EB2 cases. He said around two and half months. Now that time frame doesn't sound right.

Has anybody been issued EADs before I140 approvals in concurrent filings (especially EB2s)? Or is it another piece of mis-information?

Feedback would be of help.
 
Yes, There are cases I personally know where EADs were issued before I -140 was approved. Though the region was not Nebraska. It was Vermont.

EAD and AP approved on 12/22/02
I-140 is still pending
