1. Took mine about a week.
2. Don't know -- I'd search the gov't sites. Maybe you can even apply for it now (before the EAD arrives)?
3. It looks like the service centers are possibly going to be a lot quicker to deny I-140 / I-485 cases for things which would have resulted in an RFE in the past. If the case is denied, the EAD is invalid and, more importantly, anyone whose valid status depended on the pending I-485 (i.e. didn't have H / L as a backup) is now out of status.
In the case of your wife, I'd like to think she could go back to H4 status fairly easily, possibly by going to the border and re-entering but I don't know.

Not sure about the funding issues -- I can't imagine there'd be a problem with this given that the EAD pretty much let's you do whatever you want. I would have thought that, if anything, her not being a permanent resident might cause problems but if the school is ok with it you should be fine I guess.
Also, afaik, she'll need to get AP to travel -- this is taking about 3-4 months currently I think -- did you apply for this along with the EAD?
Might also want to make sure that her using AP / EAD doesn't affect your H status / your not needing to use AP. I don't think it does, but a) it would suck if I was wrong

and b) not all border personel are necessarily up to speed on all the regulations so the risk of someone being "confused" by this and thinking you need to use your EAD / AP are probably slightly higher.
