Most likely Yes but sometimes if USCIS issues receipt number by error then your petition will be withdrawn by USCIS. I would say withdrawal by USCIS is almost null howere this year only USCIS withdrawn atleast 3 approved petition which were filled under premium processing because of USCIS error.
