E2 refused twice 214b with no further explanation

We had change of status approved for E2 from states. Than we booked an appointment for the counsulate for our E2 visa and travelled back to canada. We were refused with 214b and further explanation. We had than reapplied and got the same reply. (we meet all the E2 requirements)
Can I travel to states just on my passport for a visit or check on my business?
How Can I reapply for E2?
 
We are in the same situation, we refused once, planning to apply again,
