e-Tax Filing for H4 visas

Does anyone know if there is any website where I can do a Joint Tax filing for H4 visa. I tried TurboTax , TaxAct and even H&R block but since according to the new rules we cannot get a TIN (Tax Indentification number) until we file the tax returns .. I'm unable to file the taxes as these sites REQUIRE either SSN or TIN to file a tax return electronically. Any suggestion will be greatly appreciated.
