Thought I would share this with the group so everyone has this information.
If you're payment transaction or form submission somehow fails and you get a message "Action Needed" be forewarned that once the issue is resolved USCIS will "PUSH" your form manually.
They only "PUSH", read we run a batch process, every 2 weeks.
In my case, because the $1,000 payment for the I-907, was "outside of the normal spending pattern of the account", Amex declined the transaction. 1 phone call to Amex cleared that issue. However, below is the USCIS response I received this morning....
Dear Applicant,
The "Action Needed" message appears when the e-Filing system does not receive a response back from the payment engine in a timely manner.
Our records show that payment was successfully collected for your I-129 application filed on October 2nd, 2008 but a receipt number was not yet assigned to your application. Your application is currently being stored in a temporary repository. We can "push" it into the official system, the action that assigns receipt numbers. The next scheduled "push" is Monday, October 13th, 2008. We would then email you a copy of the Confirmation Receipt for your submitted application.
The I-907 application, however, was not successfully submitted and “no” payment was collected for this application. This application ill need to be re-filed.
If you do not feel comfortable with the "Push" process, or you would like to file all of your applications together, we can refund the money for I-129 application (typically takes approx 30-60 days) and you can re-file your application immediately.
We apologize for the inconvenience. Please let us know if you would prefer to be "Pushed" or refunded. To be included in the "Push" on Monday, October 13th, 2008, please respond to this email by 12 PM EST by Friday, October 10th, 2008. If you choose to be refunded and have paid for your application via ACH method, be sure to include an address to where refund should be mailed with your response.
NOTE: If we do not receive a response within two weeks following the file date, your paid application(s) will automatically be included on the next “Push” list and you will receive a Confirmation Receipt via Email after each application has been loaded into the system (no later than the Tuesday after). You will need to re-file any application for which payment has not been collected.

This is ridiculous it was not my fault the transaction failed but apparently USCIS still uses such antiquated systems that a timely fix is impossible...
