E-DV: City of birth in native language or english translation?

I had a dissussion last week and from my point of view anyone must use the same as stated in the BC. Eg. if it is Köln, the applicant has to use Koeln (ö is not a valid character so oe instead) and not Cologne.

My argument was, giving not the same name as in BC could make the application suspicious for multiple entries.

However, I not sure if the answer is right and I was not able to find information on the official webpages.

Would be nice to get some comments.

If the place of birth is a well know place in US, and it's name is a part of English language, use it as it is used in the US (I think that is the situation with Cologne).

If the place is not so much well known in the US, I would suggest to use it as it is used by DOS on the web on websites with state.gov extension.

If you cannot find it there, you can use native names, possibly, transliterrated to Latin alphabet, if necessary (I mean if native alphabet is different).

KCC and US consular services use official maps of the world. Official in the US. That means they are produced by DOS with borders marked by DOS. That is the responsibility of DOS to have the borders marked on the maps. That is why it makes sense to use DOS names and DOS borders.

I am sure they have a much better map in the consulate. But something like that.
