dv winner need help to fill form

I’m one of the dv 2005 lottery winner from Asia. I was in country of birth during applying for dv lottery. Presently I’m abroad for one and half year. My question is can I choose the US consular office where I live now or I should choose the country of my birth. My other question is in my case which address should I fill in present address in DS-230 part I form? What should fill in name and address of petitioner?
 
Yes, you can choose U.S. consulate in the country you live in for consular processing
Present address is a present address. You should fill the address you live at.
If you won the lottery - you are the petitioner
