My own understanding is that the statistics you presented indicates the number of green cards issued during 2006 under the diversity program.
The Department of Homeland security issues green cards and does AOS while the state department issues visas.

Not everyone issued a visa actually travels to the US, some decide after they've got a visa that they do not want to immigrate to the US after all. (Thus wasting a chance that could have gone to someone else.) In that case that person would not have got a green card though he was issued a diversity visa.
Also it is possible that MAYBE the statistics you gave includes DV 2005 winners who entered the US in fiscal year 2006. (i.e. After October 2006) and MAYBE its possible that it doesn't include DV2006 winners who entered the US in fiscal year 2007. (After October 2006)

Due to these reasons, the number of green cards issued in the fiscal year 2006 will not be the same as the number of diversity visas plus the number of diversity AOS for DV2006.

You are correct. When compare stats of DHS with that of State Dept, there seems to be a discrepancy.:)
