DV Selectees and PROBLEM with Non-immigration Visas in future

I have read in this forum some thoughts that maybe if we apply with our documents to Kentucky center, but end up with not receiving GC due to our high CN number never becomes current or GC limit expires before our time comes, that WILL affect our future chances of receiving non-immigratory USA visas such as J1, J2, B1/B2, H1b.

Has anyone personnally had such problem (or maybe knows someone personnaly who faced problem of getting denied just because of sending documents to Kentucky center?)

I am asking these all, because I travel to USA often by B1/B2 and have future possibility of getting research job on J1 or H1b visas.
 
Some categories will not be affected. H1B/H4, L1/L2, E1, E2, possibly O1, I, and some others.
B-1/B-2, F-1/F-2, J-1/J-2 will be affected, for sure

At the same time, the fact you are a winner, means already a higher degree of immigrant intent than simple participation in the lottery. Unfortunately, I do not know how high it is (I am just following Wolfsdordf's article which mentions that), but sending forms to KCC will most likely disqualify you from getting mentioned nonimmigrant visas.
