Hi guys, is DV program a trap to capture those who want to immigration to USA? I am currently on F1 visa, and I am kinda worried to play it because everything will be stored in their computer database, or am I wrong worrying like this?

Another question I have is when is the "good" time to apply to get selected? The previous winners, could you share this with us when did you apply and got selected?

i don't think it has got anything to do with the time of applying. it's the draw of luck...at least according to KCC. we for example applied very early for three years and we didn't win. we applied at the same time the fourth time and won. so it hardly matters when you apply except only maybe at the end of the time limit their server might be busy and all and perhaps cause complications.
that is my understanding.

It doesn't make any difference if you send your application the first, the last day or whenever.
 
so being an F1 in the US, in fact, I am in my OPT now. I should NOT apply then since it's going to be a "trap"? Also my family back home, they want to play but what if in the future my sister wants to come to study?

Please apply for the lottery and please encourage your sister/family to apply for the lottery. There is no trap.

The explanation about the origin of the dv program is too long for me to explain [you can google it]. But this is a bona fide program, with no hidden agenda.

It's a little bit of a grey area, but an immigration lawyer told me that applying for the lottery in itself is not sufficient to be denied a non-immigrant visa in the future provided you can show sufficient ties to your country of residence. The notion of "immigrant intent" is not that simple. There have cases of people in this forum with approved immigrant petitions (but waiting for priority dates to become current) who were issued non-immigrant visas because they demonstrate sufficient ties to their country of residence.
