No, you're only supposed to arrive in the US before the expiration date on your visa. The USCIS fee can also be made after the applicable FY of your selection.
USCIS fee is supposed to be paid after you get your visa but before you land. Apparently they still let you in if you haven't paid it but you won't get your green card till it's paid.
i got this information that after one is granted a visa should leave and pay the usisc like before the end of the lottery fiscal year was worried but i i confirmed frm the embassy. thanks buddies
