DV 2014 High case number and choosing embassy

I'm DV 2014 winner from Europe. My case number is 52XXX

I understand that my case number is very high. But I want to know can I increase my chances to visa appointment by choosing "right" consular office.

I live in Azerbaijan. We don't have consular office of US in our country. Usually our citizens go to Georgia Tbilisi for DV visa interviews. But I'm thinking about going to Ankara, Turkey.

Do you think my chances are higher or loweif I apply to Ankara embassy? I don't even know how to compare them. I just think maybe it will make any difference. After visa cutoff numbers become current are my chances higher in Tbilisi or Ankara.

Your chances are the same. And you generally need to interview at the place of your primary residence, that would be Tbilisi for you.

4th question of DS 122 form is:
Name of United States Consular Office where you would like to Process your Application.
This will usually be the consular office nearest the place you live. However, please note that some US Embassies and Consulates do not process Immigrant visas. If you are not sure whether the US Embassy or Consulate nearest you processes immigrant visas, or if you do not know which is the US Embassy or Consulate nearest you, please list the city and country where you live. ...... If you live in the US but you intend to return abroad to be interviewed, please list the the US Embassy or Consulate that processes immigrant visas for the area where you lived before you came to the US.

I've read again this section. Does it mean, I can't choose embassy and there is only one embassy processing cases from each country?
 
Most likely you cannot. If georgia denies you a visa, you could ask to be processed by ankara. Some other special circumstances will do as well
