I just want to know when did you registered for DV 2013... Me peersonaly after the 2012 fiasco (former may 1st), I waited the middle of the registration period to register... I figured out that since they definition of randomness was that each day has the same amount of selectees, i chosed a day I thnk got very few entries (17 of october) because most peoples either apply the first or the last days...

Hi Jayo2K

last year i submitted within the 1st day for myself and 2 sibilings, hence all of us winning and having the results voided. None of us was selected in the July 15th results.

looking at my country results over the past few years in the various forums most of those seleced submitted in the last 2 days so i have followed that and submitted today.

all i can do now is hope and pray.

That is what DOS said to save themselves in court, the selection has never been as random ;choosing winners equally within the selection days this l know is not true. For me l think its safe to apply during the 1st days or last days regardless of Kirit Amins declaration.

This is very true there has always been a pattern in the selection process.Even the 15th draw most the winners were those that applied during the last days.
As for me l was one of the May 1st selectees and l know we were played by DOS,having not been able to manipulate the process and being ignored and punished .So Im just applying this lottery just for the sake of it.Im planning to go back to school for further studies in January, next year. Deep down l know DOS dint play fair to the ex winners .This issue has made me want to achieve more in life and prove to myself that l can do well wherever l am....

I decided to apply on the very first day. There was no logic in my decision other than I wanted to get it done as soon as possible and let the universe decide what happens next.

There is actually a thread already like this with a Poll.

Insofar as the randomness is concerned, I think you misunderstood. The DoS never defined randomness as:
"they definition of randomness was that each day has the same amount of selectees."
That's not how the process works. The DoS state:

"All entries received during the registration period will have an equal chance of being selected within each region."
(Page 9).

In other words: "the applicant has an equal amount of chance on each day, hour, minute, second, microsecond, nanosecond, etc they select to enter."

Irrespective of the date/time you enter, you have an equal chance in your region. It doesn't matter whether the fewest applicants applied when you applied, or the most. The reason is because of the way the DV Lottery selects the participants.

It would not be fair (nor would it be within the DoS rules) if it was any other way. There are many poor African and Asian countries with potentially qualified individuals who do not have access to electricity, computers, or the internet 24/7. (Think of South Sudan which has just been created as a new African nation. S. Sudan is eligible, and incredibly poor.) As a consequence applicants may not be able to enter early, or they may only have a certain date within the time frame to which they can gain access to the all resources and equipment they require to apply. It would not be fair if there were "special" days/timeframes for that occur, whether it is the first few days, the last few days, the middle or whatever.

What would be fair (and what is practised) is:

1. Entries are received during the petition submission period established for the fiscal year in question, they are generally listed in order received, baring the fact that because of the high volume of entries, not perfectly .

2. All entry petitions are then assigned a number in a separate numerical sequence established for each regional area specified in INA 203(c)(1)(F). ((i) Africa (ii) Asia (iii) Europe. (iv) North America (other than Mexico) (v) Oceania, (vi) South America, Mexico, Central America, and the Caribbean.))

3. Fraudulent/duplicate entries that are detected by the DoS are collated and removed. (Which is why we sometimes see the DoS name & shame countries that have high rates of fraud.)

4. DoS Computer Program rank orders the petitions at random using a computer software program designed for that purpose (“the randomiser program”).

5. The computer program selects the entries based on the rank order determined by the randomiser program. (The 1 – 100,000 initial applicants.)

6. So Step 1 provides the fiscal year, in this case 2013. Step 2 segregates all the entries collected into their regional area which varies (AF, EU, AS, OC, etc) Step 3 clears the junk entries. Step 4 rank orders all the eligible entries with the Computer Randomising software, Step 5 picks the “winners” who have to check their notification online.

7. The results of all said steps will mean a winning applicants will have a CN like; 2013AF00013XXX2013 = fiscal year / AF = Africa region / 00013 - start of CN / XXX = the actual characters that is unique to the "winner", the “winner” will then have to wait until their number is “current” by checking the visa bulletins.

(see SMIRNOV v. CLINTON)

The ranking and randomizing process doesn't even begin until the application period closes, let alone the selection! So rest easy, your chance is in the pool with everyone else in your region.

Digital Signature in the E-DV Confirmation page

Hi

did anyone else keep a copy of their digital signature that appeared after submission of their entry?

I wonder why they have decided this year to include it?

do you think we will need it or part of it to check the results?

I also printed out the page, sent a copy of myself, and to my husband. I didn't want to risk losing any of it

:)

I also printed multiple copies, pasted the confirmation page into Microsoft Word, and emailed myself to preserve an electronic version. I don't know if the digital signature is going to be required to check, but better safe than sorry. :p
