The medical exam has a shorter period of validity in some cases. There are cases when passport has shorter period of validity, or police record has a shorter period of validity. Visa validity cannot last longer than validity of medical examination

Keep in mind that some embassies may require 8 months validity for the passports. And most of the time, police certificates do not have expiration dates. So the real limiting factor is the validity of medical exam. When CPs issue the DV visa they usually start counting the six months from the medical exam date, so that's why people get their medical exams done pretty close to their interview dates. Just my 2 cents, I hope the info will be useful for those who need to plan their travel.

I do not see change of mind. No change. There are a lot of other reasons as well why validity of a visa could be shorter than 6 months.
That does not mean I have to list all of them. I listed most probably reasons.

In most cases that is not an issue because in most cases madical exam is valid for 12 months. In rare cases it is valid for 6 months and in very rare cases for 3 months only.

Original documents or certified copies of all applicable civil documents listed in the Step 3 instructions.

The real limitation is 60 days, not 6 months. They made a wrong quote and you mistakenly followed them. 6 months is the passport validity limitation for non-immigrant visas.

Officers may limit the validity of the visa to less than six months if the passport is valid for 60 days plus a period sufficient to enable the alien travel to the United States. If the alien is excepted from the 60-day validity requirement under 22 CFR 42.64(b), officers may limit the validity of the visa to less than six months to coincide with the validity of the passport, provided the period of time will be sufficient for the alien to travel to the United States.
 
Yeah sure, DoS web site is wrong. What do they know anyways. And that quote actually proves me correct. You just need a bit of English comprehension.

awsome guys i now have the ideaa i needed.but do the dv visas expire by the end of the given dv fiscal year? like what if i get my visa in tha last week of september will i be my visa valiad even after september 30th

In absolute majority of cases 60 days exception does not apply for dv visas, so 60 days requirement stays. A few exceptions are nationals of Cuba, North Korea and China, existing LPRs and beneficiaries of individual waivers, all those under rare circumstances. Those cases are rare.

They do not expire because of the end of the fiscal year. You just need to get it before 9/30 or on that date.
For instance, if you get your visa on 9/30, it will be valid at least until 3/30 next year and you could use at least it until that date (not actually sure, maybe the real expiration date would be 3/31)
