Mark your calendars! The U.S. Department of State has set the date for this year's Green Card Lottery. The DV-2010 Diversity Visa Lottery will begin at noon EST on October 2, 2008, and end at noon EST on December 1, 2008.

The State Department hasn't yet released the updated instructions and information.

I was just surfing the web and found a website called workpermit.com and i found the following information there:

The US Green Card Lottery
Each year, 55,000 United States permanent resident visas are given away to citizens of countries with low immigration rates into the U.S. through a lottery process. If, after a random selection process, you receive a permanent resident visa through the DV-2010 (Green Card) Lottery, you can live and work permanently in the United States. You can also bring your spouse and any unmarried children under the age of 21.

The United States Department of State, Bureau of Consular Affairs Electronic Diversity Visa Lottery for 2010 (DV-2010 Lottery) will begin in October of 2008. However, submitting your application through workpermit.com now can give you peace of mind that you will have your application ready on time.


Ineligible Countries
Each year, citizens of nations with large numbers of citizens immigrating to the United States are not eligible for the Green Card Lottery. For the DV-2010 Green Card Lottery, citizens of the following countries will not be eligible:


Brazil
Canada
China
Colombia
Dominican Republic
Ecuador
El Salvador
Guatemala
Haiti
India
Jamaica
Mexico
Pakistan
Philippines
Peru
Poland
Russia
South Korea
United Kingdom (except Northern Ireland) and its dependent territories
Vietnam
Persons born in Hong Kong SAR, Macau SAR, and Taiwan are eligible.

The DV-2010 Lottery online entry begins at Noon EDT on October 2, 2008, and ends at Noon EST on December 1, 2008. Information and instructions for the DV-2009 lottery will appear here, as soon as available. Please check this web page at a later time for Diversity Visa information updates. why telling the ppl to look at the DV 2009 instruction while announcing the dv 2010 ??

it's approaching the starting day, when will it post the application form on the website??
 
Looks like a typo. Guess instructions are not earlier available then Oct. 2nd. But I dont think that they differ from the 2009 ones.

hopefully, it mid sept already , half month to go for the dv ...
this is my first time, so nervous ... :D

by the way, how many time did you apply before you get the GC ?

That must've been just a typographical error. This is the official government website that announces the DV program and announcing the DV 2010 dates with DV 2009 instructions is just an overlook. What they do is edit the website with new dates and text wherever applicable. So, almost certainly they just forgot to edit the text saying DV 2009 to change it to DV 2010. Most probably the instructions will be the same and if there are any changes, they will only be a few (most probably to include Russia in the list etc). Check the website by 27th Sept, I'm sure they will have the instructions for DV 2010 by then. Good luck!!!
