DV 2001 adjustment of status vis a vis new anti-terror law

How can a DV-2001 winner who was unable to adjust status prior to Sep. 30, 2001 because of the NYC office closings, and was therefore denied adjustment, reopen the case for review under the new law that allows an extension in the deadline until April? It seems that since the office adjudicated many such I-485s without thought to the extenuating circumstances that made them late, there should be an expedient way of re-filing.
