Can one become a citizen of another country, which accepts dual citizenship, without losing US citizenship?

Dual citizenship are allowed by U.S and most countries however, it is important to know that there are risk for naturalized citizens (Even though citizen by birth or Naturalization is still CITIZEN except you cannot be president. I know i dont want to be president)

Anyways...I know of people who ad Dual citizenship, went to Turkey, had legal issues and was in jail for 2 weeks (was in a bar when a fight broke out btw two other people)
He called the US embassy in Instanbul and when they asked for his Passport, they notice there was no stamp saying he came into the country. He said the entry stamp was in his Turkish Passport. So Turkish authority had a right to prosecute him if the wished. It was messed up because he was just sitting in the bar and had no involvement.
Fortunately he was released and since then had always maintain his US citizenship without the dual ...
