When a person has dual citizenship and is asked which is his Primary Citizenship ? How do you determine which of the two to be his primary citizenship?

There's no such thing.
But most of the times when you answer to that question in one of those two countries, you can't claim your other citizenship.
For example, I will (hopefully) be a dual italian/US citizen soon.
In the US I can't claim to be Italian while in Italy (and in the whole EU probably) I couldn't claim to be an American.
 
Although there is no such thing as primary citizenship, I think I understand what you are asking. The answer depends on who is questioning. For example, with regards to myself, I will answer this question as follows:-

(1) If I am questioned by a US official, I am a US citizen
(2) If I am questioned by a Canadian official, I am a Canadian citizen
(3) If I am questioned by a Pakistani official, I am a Pakistani citizen
(4) If I am questioned by any other official, I will make a judgement call and answer what I deem to be the best answer given the circumstances.

Is it an actual question or just a hypothetical one? To add to sarrebal and Triple Citizen's answers, if I am asked this question in a third country, I would answer that my primary citizenship is the one indicated in the passport that I used to enter this particular country.
 
Depending on where I travel and according to VISA restrictions .... like if I travel to non eu countries i most probably use my U.S. Passport and return to Malta on U.S. Passport, and when I travel to EU countries I use my Maltese / EU passport and return to Malta on my EU / Maltese passport.

So if my primary citizenship is the the citizenship of which passport I use to enter Malta then this is changing accordingly.

This confuses me somewhat. How can you return to Malta on US passport? You must enter your country of citizenship (Malta) on this country's passport (Maltese) and claim to be only this country's citizen.

Since they ask you this ambigious question, at least they need to clarify what they mean by "primary citizenship".
 
I find no problem returning to Malta with my US passport there seems to be no rule or law that says you must enter with your Maltese passport.

I'll ask and see what they want to mean by primary citizenship...

But at the Maltese POE do you claim to be a Maltese citizen? If so, how could they not ask you for your Maltese passport? I am really confused here.
 
I have one questions that is related to the topic. I have dual citizenship, and I want to adapt a son from Africa. One of the adaption law from Africa required for noncitizen to live at least 12 months in the home country in order to adapt the baby, but if your citizen you don't have to live 12 months. My question is, can I claim my citizenship there and adapt the baby without facing a problem from US? Bacause in adaption form will show that I'm citizen in my Africa country. Thanks.

You can restore your citizenship in that African country without endangering your US citizenship. You can even naturalise there and keep your US citizenship if you did not intend to relinquish it.
 
When one arrives at POE just decide which passport to use .... no problem as long as its valid
