DS 230 - Too much Confusion - Pls Help

I filed for my mother's GC. She is in New Delhi embassy area. Sent 864. Sent IV fee. Received email to send 230. No Packet as I thought I would.

Now the question is, Do i send any civil documents with this??? The state department site says documents are collected for Appointment Posts by NVC. Others should not send civil documents with it. http://travel.state.gov/visa/immigrants/info/info_3190.html

But I get the feeling from this board that I need to send these documents in with 230 Part 1??

I am confused. Someone please respond.

You should email the New Delhi embassy IV section ans ask them what the best thing to do is.

My parents' interview is in Mumbai. I emailed the Mumbai IV section and they responded that I should submit all original documents with DS 230 to the NVC. They will be forwarded to the US Consulate in Mumbai.

A week before the interview date, my parents will need to submit copies of the documents in India, along with a note that the originals were submitted to NVC.
